Use this licence template on works and authors that are in the public domain as of the URAA date. Both works and authors must meet all of these conditions:
- first published outside the United States.
- not published in the United States within 30 days of its first publication.
- first published before 1989 without complying with United States copyright formalities.
- United States copyright formalities include such requirements as copyright renewal registration and/or being published with a copyright notice.
- in the public domain in its home country on the URAA date (January 1, 1996 for most countries).
